The reported pairing, and exactly how much it weighs
The pairing comes from a Spanish-language creator guide that reads each camp NPC's card off screen — the only source anywhere that assigns named ciphers to NPCs. It gives Dew three: the Echo, Forbidden and Old World Ciphers, the largest reported set of any NPC. The creator states that not everything in the video is confirmed, so the row is graded reported. Three ciphers on one desk is also a hint about how to read the system: the names cluster by theme, and the theme is hers.
Dew — titled "Dew / Serenia" in the source — handles mysticism and fate: Homeward, Anchor, Prophecy, Spindle, Echo, and Weaver from the same guide.

Bellring's event page states that every cipher has one NPC who truly knows it, and that the match rides on the cipher's word clues. So "who takes the Forbidden Cipher" genuinely differs between two copies carrying different words — the name is a label, the word is the address. Read yours before you spend it; deciphering is a one-shot and the item is consumed when you accept.

No reward table exists for it
No odds have been published for the Forbidden Cipher, and the four-decimal figures that circulate under cipher headings are the Golden Cipher's — an event table that includes physical prizes. What a correct match adds is, per the press sources, a bonus item with a high chance of Epic rarity. Anything more precise than that is currently unsourced.

Where they come from, and keeping yours
Ciphers drop during ordinary runs, which makes them replaceable — and stealable. One in your ordinary bag is part of your killer's payout; one in the safe pouch survives the death. Secure it the moment it drops.
Locked chests, which are the most reliable placed source.

Unidentified items: every one of them has a chance to resolve into a cipher.
