The rule is the part that is official: the bonus is matched on the word your cipher carries, not on its name.

The reported pairing, and exactly how much it weighs
A Spanish-language creator guide from 9 August reads each NPC's card off screen and is the only source anywhere that assigns named ciphers to NPCs. It prints the Survivor Cipher on Cazarro's card — alone, where most NPCs carry two or three named ciphers. The creator flags his own list as not fully confirmed, so the pairing is graded reported: worth acting on if your cipher's word already points the same way, worth checking if it does not.
Cazarro keeps the shop, and every word he takes could appear in a contract: City State, Intelligence, Insight, Balance, Blood, Barter, Haggling, Covenant and Interest.
His is the largest single vocabulary of the seven — nine words against Dramm's six.
The wrong NPC still pays the base amount. Only the bonus rides on the choice.

The word on your copy outranks everything on this page
Bellring states the rule on its own event page: every cipher has one NPC who truly knows it, matched on the word clues the item carries. The cipher's name is not the key — which is why "which NPC takes the Survivor Cipher" can have a different true answer for two players holding one each. Read the word, then look the word up.
The decoder takes both words in any order; the 41-word table on the hub does the same job by eye.
Deciphering unlocks at level 5, any camp NPC offers it, and the cipher is consumed on use.

No reward table exists for it
No odds have been published for the Survivor Cipher. The four-decimal table in circulation is the Golden Cipher's, published for the Gylden Rush event, and it includes physical prizes this cipher does not award. What a correct delivery adds is described by press sources only as a bonus item with a high chance of Epic rarity.

Where they come from, and keeping yours
Ciphers drop as ordinary loot, so this is not an item with one copy in the world. It is an item that travels in your bag — and a cipher outside the safe pouch belongs to whoever kills you on the way out.
Locked chests, which are the most reliable placed source.

Unidentified items: every one of them has a chance to resolve into a cipher.
