Mistfall Hunter Ashen Cipher: Who To Give It To
Give the Ashen Cipher to Sigrid. She is the only one of the seven camp NPCs who adds a Ripple Gem on top of the standard payout — every other NPC gives you the base result and nothing else.
Give it to Sigrid. All seven camp NPCs will decipher it and all of them pay the same base result, but Sigrid is the only one who adds a Ripple Gem — the forging material — on top. Handing it to anyone else costs you that gem and gains you nothing.

Sigrid, and why the choice is worth making
Deciphering is a one-shot: the cipher is consumed when you accept the result, so the NPC you walk up to is the only lever you have. Six of the seven give you the standard payout. Sigrid gives the standard payout plus a Ripple Gem, which is equipment-forging material — the kind of thing that is tedious to farm and trivial to receive. There is no downside and no cost to walking a few more steps.
The seven who can decipher: Soekja, Dew, Pip, Dramm, Cazarro, Sigrid and Merimo.
Deciphering does not appear on any of them until you reach level 5.
Handing it to the wrong NPC does not waste the cipher — you still get the base payout. You simply do not get the gem.

The bonus belongs to this cipher specifically
This is the detail most write-ups flatten. Sigrid's Ripple Gem is not a general "best NPC to decipher at" rule that applies to anything sealed you happen to be carrying — it attaches to the Ashen Cipher. Carrying that habit over to an Abyssal Cipher and expecting a gem will leave you disappointed, and the page you read it on will not tell you why.

Claim it before the window shuts
The Ashen Cipher in everyone's mail right now is a launch reward, not a permanent fixture. It arrived with Pip's Rare Pouch Voucher (3 Days), 500 Soul Coins and an Abyssal Cipher, and the official announcement puts a hard deadline on collecting it: log in before 2026-09-01 00:00 UTC+0. Unclaimed mail expires. Ciphers also drop during normal runs, so the deadline is on this particular gift rather than on the item type.

Marked enemies — the ones carrying a purple brand — and the containers they guard.
Unidentified items: every one of them has a chance to resolve into a cipher.
