Hand it to Dew, the maiden of mysticism the same source also publishes as Serenia. This is the steadiest of the reported pairings and the reason is mechanical rather than editorial: Echo is not only the cipher's name, it is one of the six words on Dew's own card. Bellring's rule says the bonus follows the word printed on your copy, so a copy that prints Echo resolves to Dew under the official rule regardless of what any guide claims — and the guide claims Dew too. If your copy prints something else, that word still wins.

Why this pairing is firmer than the other reported ones
Every other named-cipher pairing on this site rests on one Spanish-language creator guide reading NPC cards off screen, and this page would say so if that were all there was. It is not. Echo appears twice in the evidence — once as the name of the cipher on Dew's card, and once as a clue word inside Dew's vocabulary, which two press outlets documented independently before that video existed. The official rule matches on the word. So the two lines of evidence converge on the same NPC by different routes, which is what "corroborated" is supposed to mean.
Dew — titled "Dew / Serenia" in the source — handles mysticism and fate: Homeward, Anchor, Prophecy, Spindle, Echo, and Weaver.
Echo sits in that list, so a copy printed Echo is Dew's by the official rule, not merely by report.
She is reported to hold three named ciphers — Echo, Forbidden and Old World — the largest set of any NPC.

The word on your copy still outranks the name
The convergence above is about the common case, not a guarantee about yours. Two players holding an Echo Cipher can be holding two different word pairs, and the second one is addressed to whoever owns that word. The name is a strong default here and a weak one elsewhere; the printed word is the actual address on every copy. Read it before you spend the item, because deciphering is one-shot and the cipher is consumed when you accept.
The decoder takes both words in any order and shows which word produced the answer.
Level 5 unlocks Decipher, and all seven camp NPCs offer it.

Weaver, and why it is searched beside this cipher
The two-word query "weaver echo cipher" draws impressions on its own, which tells you what the item actually prints: Weaver and Echo together. Weaver is the sixth word on Dew's card and was published by the creator guide alone — neither press write-up listed it. Both halves point to Dew, so the pair is unambiguous, but it is worth knowing that one half is thinner-sourced than the other if you are checking this against another site.

No reward table exists for it
Nothing has been published about what an Echo Cipher pays. The four-decimal odds that circulate under cipher headings — 90.7761% for 450 Gyldenblod and the rest — belong to the Golden Cipher's event table, and a page quoting them here is borrowing another item's source. What a correct match adds is described by press sources only as a bonus item with a high chance of Epic rarity.

Where they come from, and keeping yours
Ciphers are part of the ordinary loot table rather than a one-time gift, so losing one is a setback and not the end of the system. Securing it is the skill: a cipher in your ordinary bag becomes your killer's payout, while one in the safe pouch survives the death.

Marked enemies — the ones carrying a purple brand — and the containers they guard.
Unidentified items: every one of them has a chance to resolve into a cipher.
