Reported to be Soekja's — the raven whose words are Stone, Steps, Tides, Signpost, Guidance and Return. The word on your copy decides, so read it first.

Short answer

One creator guide puts the Seal Cipher on Soekja's desk — the raven who handles travel and roads. That is a reported pairing from a single source, and the rule that actually decides is official and different: the bonus follows the word printed on your copy. If yours shows Stone, Steps, Tides, Signpost, Guidance or Return, the report and the rule agree and Soekja is right. If it shows anything else, trust the word.

The reported pairing, and exactly how much it weighs

The pairing comes from one Spanish-language creator guide that reads each camp NPC's card off screen, and it is the only source anywhere that assigns named ciphers to NPCs at all. It puts two ciphers with Soekja: the Seal Cipher and the Shadow Cipher. The creator says plainly that not everything in the video is confirmed, so this page grades the pairing reported rather than established — a single careful source is worth publishing and worth doubting at the same time.

  • Soekja is the raven, and his desk is travel: Stone, Steps, Tides, Signpost and Supplies, plus Guidance and Return from the same creator guide.
  • The Shadow Cipher is reported to be his as well — two ciphers, one vocabulary.
  • Handing it to the wrong NPC does not waste it. You get the base payout either way; only the bonus is lost.

The word on your copy outranks everything on this page

Bellring's own event page states the rule: each cipher has one NPC who truly knows it, and the match is made on the word clues the cipher carries rather than on its name. Two players both holding a Seal Cipher can owe it to two different NPCs. That is why this page will not simply print "Soekja" and stop — the ten seconds it takes to read your copy is the only lookup that is actually about your cipher.

  • Type the word into the decoder — it takes both words, in any order — or scan the 41-word table on the ciphers hub.
  • Deciphering unlocks at level 5 and any of the seven camp NPCs will do it.

No reward table exists for it

The percentages that circulate under cipher headings — 90.7761% for 450 Gyldenblod and the rest — are the Golden Cipher's, published on the Gylden Rush event page. Nothing has been published about what a Seal Cipher pays. A page quoting odds for this item is borrowing another cipher's source.

Where they come from, and keeping yours

Ciphers are a normal part of the loot table rather than a one-time gift, so losing one is not the end of the system. Securing it is the skill: a cipher in your ordinary bag is lost to whoever kills you, which is what the safe pouch is for.

  • Locked chests, which are the most reliable placed source.
  • Marked enemies — the ones carrying a purple brand — and the containers they guard.
  • Unidentified items: every one of them has a chance to resolve into a cipher.
