Why this pairing is firmer than the other reported ones
Elder Edict appears in Pip's documented vocabulary — the list of things kept, hidden or performed that also holds Mantra, Tree Hollow, Secret Cache, Score and Plucking. Because the item shares its name with a word he already owns, the two independent lines of evidence meet: Bellring's official rule matches on the printed word, and the creator card names the same NPC. That is a materially better position than the ciphers whose names appear in nobody's vocabulary, and this site grades it accordingly rather than treating every reported pairing as equal.
Pip runs the Auction House: Mantra, Tree Hollow, Secret Cache, Elder Edict, Score, Plucking, and Prayer.
Elder Edict, Prayer and Mantra are all reported to his desk — and the first two are both name-word matches.
A wrong delivery still pays the base amount; only the bonus rides on the match.

The word on your copy still outranks the name
A strong default is not a guarantee. The cipher in your bag carries its own word clues, and if those are not Pip's then Pip is not the answer for that copy. This is the single most common mistake in the niche — treating the cipher type as the address — and it is worth ten seconds of reading the item to avoid, because the cipher is consumed when you accept the result.
The decoder takes both words in any order and shows the word its answer came from.
Level 5 unlocks Decipher, and every camp NPC offers it.

No reward table exists for it
No odds have been published for the Elder Edict Cipher. The four-decimal table that circulates under cipher headings is the Golden Cipher's, published on the Gylden Rush event page, and it includes physical prizes that have nothing to do with this item. The bonus for a correct delivery is described only as a high chance of Epic rarity, and by press sources rather than by the publisher.

Where they come from, and keeping yours
Ciphers come out of the ordinary loot table, so a lost one is replaceable — but it is also lootable off your corpse. The safe pouch is the difference between a bad run and a wasted one.
Locked chests, which are the most reliable placed source.
Marked enemies — the ones carrying a purple brand — and the containers they guard.
Unidentified items: every one of them has a chance to resolve into a cipher.
