What actually supports this pairing, and what does not
Dew is reported to hold three named ciphers — Echo, Forbidden and Old World — and they are not equally well evidenced. Echo is corroborated because Echo is one of her documented clue words, so the official rule reaches her independently. Old World has no such backing: the phrase appears in no NPC's vocabulary in any source, which means the only thing putting this cipher on her desk is one Spanish-language creator guide whose author says plainly that not everything in it is confirmed. Publishing that as settled would be the exact failure this site keeps correcting in other people.
Dew — "Dew / Serenia" in the source — takes Homeward, Anchor, Prophecy, Spindle, Echo and Weaver.
"Old World" is not among them, and is not in any of the other six vocabularies either.
So: one source, no corroboration, and a rule that overrides it whenever your copy says otherwise.

On a cipher like this one the advice is not a formality. Bellring states that every cipher has one NPC who truly knows it and that the match is made on the cipher's word clues; with no name-word overlap to fall back on, the printed word is the only evidence you have about your own copy. Ten seconds of reading beats a reported pairing, and the item is consumed the moment you accept.

No reward table exists for it
Nothing has been published about what this cipher pays. The percentages that circulate under cipher headings belong to the Golden Cipher's event table, which also contains physical prizes. Press sources describe the correct-match bonus only as having a high chance of Epic rarity.

Ciphers are part of the normal loot table, so one lost is one replaced eventually — but it is lootable off your body, which is what the safe pouch exists for.
Locked chests, which are the most reliable placed source.
Marked enemies — the ones carrying a purple brand — and the containers they guard.
Unidentified items: every one of them has a chance to resolve into a cipher.
