Short answer
A Golden Envoy is a streamer, not a spawn. Creators who registered for the Gylden Rush can switch on Bounty Mode, which marks them in-match; kill one and they drop a single Golden Cipher. There is no location to farm and no boss timer — only a four-hour daily window in which a marked creator might be in your lobby.

How Bounty Mode actually works
The mechanic is small and it explains every frustration people have with this event. A creator toggles Bounty Mode on, and for that match they wear a marker. If an enemy team kills them, they drop one Golden Cipher into the world. That is the whole system.
A Golden Envoy is a streamer who registered for the event and switched Bounty Mode on — not a spawn, and not an NPC.
With Bounty Mode active they carry a marker above their head for the whole match.
Kill one and they drop exactly one Golden Cipher. You still have to extract with it.
Bounty Mode holds up to 8 charges and regenerates one every 30 minutes, so a creator cannot run it continuously.
It unlocks at Lv.5, the same gate as deciphering.
The eight-charge cap is the part worth internalising. A creator streaming for four hours cannot be marked for four hours — they get eight bounties and one back every half hour. So “the window is open” and “there is an envoy to kill” are very different statements, and the gap between them is why the hunt feels empty.

Finding one
You cannot search for an envoy in-game, so the only real tactic is to work backwards from where creators will be. The Faction War scores extractions, weighted by difficulty, which tells you exactly what a competing envoy is doing: pushing Brandrgarde on Cataclysm and Hallowgrove on Chaos, carrying value, and extracting rather than fighting. If you are hunting during a window, that is where the marked players are.
The other route is simply to watch. The Faction War page carries a live leaderboard of registered creators with their platform and match counts, and a creator who is streaming is telling you which map they are queueing into.

A window being open means creators may switch Bounty Mode on, not that one is in your lobby. Bounty Mode holds eight charges and regenerates one every thirty minutes, so even an active envoy is not marked continuously.
