What supports this pairing, and what does not
Dramm is reported to hold two named ciphers, Bloodbound and Nameless, and both come from the same card. Neither name appears in any vocabulary, so both are reports without corroboration. The saving grace is legibility: every word on Dramm's card belongs to a forge and nothing else, which makes his the one desk you can confirm or rule out without a lookup. Six words, one theme, no overlap with anyone else.

The word on your copy is the address
Bellring states that the bonus follows the word clues on the individual cipher. With a name that corroborates nothing, that is doubly true here. The advantage is that the check is fast: if your copy prints something from a forge, Dramm is right; if it prints a cargo word, a travel word or an alchemy word, it belongs to someone else and the report does not apply to your copy.
The decoder takes both words in any order and shows which word produced the name.

Nothing has been published about what a Nameless Cipher pays. The four-decimal odds in circulation belong to the Golden Cipher's event table, and the correct-match bonus is described by press sources only as having a high chance of Epic rarity.

Where they come from, and keeping yours
Ciphers drop from locked chests, marked enemies and unidentified items during ordinary runs — replaceable, and lootable off your corpse if you leave one in the wrong bag.
