Acquisition
Drops during ordinary runs. The 6 August client update is what started it dropping: both the 1 August and 6 August posts say start, while the 5 August roadmap says the update would "increase" drops, which is the odd one out of the three.
Loss / ownership rule
Consumed on use. Whether a failed attempt still consumes it has not been demonstrated publicly either way, so budget as though it does. Carried in an ordinary bag it goes to whoever kills you, like any other loot.
