When to use it

Bought for the bait: leaving an animation sooner is what lets the Shadow Strike i-frame line work against a player who is trying to punish it. Note what the tooltip actually grants — an extra dodge out of those actions, not a flat speed-up, and it is still paid for in dodge energy.
